The City of Richmond's Social Planning and Programs
Section is working to shatter the barriers which prevent all
persons from enjoying and participating in the full life of
the City. From specialized programs, to leisure counselling,
the Special Needs component of Social Planning and programs
administers the leisure access program, and assist persons
living with disabilities with recreation and community
issues.
